A group of ten Department of Labor directors from the U.S.A., each representing their respective state, visited the BNHI on November 8, 2010. The two parties exchanged ideas on various issues including single payer system, medical gatekeeper, the situation of having NHI contracted medical institutions, NHI benefit coverage, premium contribution by employers, and more.
16 medical professionals from Libya visited the BNHI on December 6, 2010 and exchanged ideas on various issues including the budgeting procedure under the Global Budget Payment Scheme reimbursement of medical expenses incurred overseas, suspension or re-enrollment of NHI participation, the differences between NHI and private health insurance, regulations on NHI participation by foreigners, policies on premium contribution by the insured and operations of DRGs, and more.
Six members from the Argentine Republic House Committee on Foreign Affairs visited the Bureau on December 6, 2010. The two parties exchanged ideas on the Global Budget Payment Scheme and calculation of premium contribution for the insured and the employer, etc.
The 2010 U.S.A. Democratic National Committee (DNC) Delegation to the R.O.C., consisting of 11 members, visited the Bureau on December 8, 2010 and received a briefing on the existing NHI system, as well as an introduction made by the Bureau's Financial Department on major issues relating to the second-generation NHI amendment. The visitors also exchanged ideas with members of the BNHI on various issues including the authority and organization of the BNHI, the Global Budget Payment Scheme, control and review of medical expenses, management of contracted medical institutions, and other areas of interest.
Five experts and scholars from the America's Research Triangle Institution International and Duke University visited the BNHI on December 13, 2010. The guests provided an introduction on the RTI, USA. There was also fervent discussion between the two parties on various issues including the Global Budget Payment Scheme, DRGs, Pay for Performance, as well as the Integrated Delivery System (IDS) plan initiated by the BNHI for mountainous and off-shore island areas.
29 members from the Health Insurance Review Agency (HIRA) of Korea visited the BNHI on November 4, 2010. The two parties exchanged ideas on various issues including the technologies for reviewing medical expenses, operational procedures, overall budget control, current status of the DRGs, and problems encountered, etc.
