In response to ‘Taroko Express NO. 408 Derailment on April 2’, the NHIA exercises the right of subrogation against Taiwan Railway Administration, insurance companies and other relevant companies, totaled NT$ 4.33 million.

  ‘Taroko Express NO. 408 Derailment’ that took place on April 2, 2021 led to 287 injured and the death of 49 people. The NHIA expressed heartfelt condolences at the time of the incident, asked the medical institutions to try their best to save lives and offered multiple access to medical care and health insurance. In terms of emergency medical services for the injured among this incident, on April 7, 2021, the NHIA asked Taiwan Railway Administration to offer the list of passengers who seek medical treatment. With the assistance from administrations of Ministry of Health and Welfare, the updated list of the injured was released from May to July in succession.
  During this period, the NHIA has continuously notified the relevant third parties and their liability insurers. According to Article 95 of National Health Insurance Act, the Insurer of this Insurance may, after paying insurance benefits to the beneficiary, exercise the right of subrogation. Also, according to Article 6 of Regulations Governing Subrogation, the scope of subrogation shall be limited to the benefits paid within 30 days from the date of benefit payment provided under this Insurance.
  According to the NHIA, the medical expenses incurred, dated from April 2 to May 1, 2021, totaled NT $ 4.33 million 1,548, which is the amount of subrogation of this incident. The NHIA has notified Taiwan Railway Administration, Dong-xin Construction Co., Ltd., United Geotech, INC, C.Y.L Engineering Consulting INC., which are the potential third parties, and the insurance companies such as Cathay Century Insurance Co., LTD., Chung Kuo Insurance Co., Ltd., Shinkong Insurance Co., Ltd., Yi-hsiang Lee and the company he is in charge of. The NHIA exercised the right of subrogation to claim damages and requested the responsible units to pay for the incurred medical expenses in this incident.
