The National Immigration Agency has changed the numbering format of New Alien Resident Certificates (ARC) since January 2, 2021. In accordance with the COVID-19 prevention policy, when a foreigner obtains an ARC with a new UI number, the NHIA will collect the necessary information and archived photo files from the National Immigration Agency through a cross-departmental cooperation mechanism and will directly update the new UI No. of the insured without an application. New NHI cards with the new UI No. will be also directly made and sent to the foreigner free from charge. The new card will be sent by post to the mailing address of the group applicants (for example, the employers). If the foreigner is insured at a municipal office, the new card will be sent to the billing address. There is no need to apply for a replacement NHI card.

If the foreign nationals have not received the new NHI card with their new UI No., they can use their existing NHI card with an old UI number to seek medical attentions or make an appointment for a vaccination. However, the old NHI card will be nullified after the new card has been issued. That means only the new NHI card can be used to seek medical treatment, make an appointment for a vaccine, or verify identity from then on. In addition, the insured must re-apply their account of the NHI App with the new UI number.
