Unions, farmers associations, and fishermen associations are the statutory NHI units which process the NHI enrollment and premium collections of their members and their dependents, making them the important partners for the NHIA. In order to improve quality of service, the NHIA Kaoping Division has evaluated unions, farmers associations, and fishermen associations in Kaohsiung, Pingtung, and Penghu since 2018, encouraging these associations to improve their service quality. For example, the premium collection rate for the Kaohsiung City Street Vendor Union reached 98% this year, with high accuracy of the enrollment reports. Furthermore, the performance of the union’s digital services has been significant, by making their members apply Virtual NHI Cards accounted for 20% of the overall service. Meanwhile, the Pingtung County Chinese Medicine Service Staff Union helped members of the public download the NHI APP and check their My Health Bank through various activities. These efforts have shown outstanding results. In terms of farmers associations, the Kaohsiung City Niaosong District Farmers Association helped farmers apply for premium installments through the NHI APP. The Pingtung County Wanluan District Farmers Association actively help its members to pay their overdue premiums by reporting them to the disadvantaged people platform. 

There are 792 unions, farmers associations, and fishermen associations under the jurisdiction of the Kaoping Division, serving over 1 million people. During the pandemic, the Kaoping Division actively worked with the insured units, helping 651 members affected by the pandemic to defer their premiums totaling over NT$3.1 million. The Division also encourages the insured units to utilize the NHI online services, NHI APP, and NHI LINE account to provide their members with diversified value-added services. This year, the rate that the aforementioned associations help their members apply for NHI cards through the internet or mobile phones has grown by 56%, and the number that these associations help their members by using the NHI APP to apply for premium installments and report disadvantaged people also doubled, showing great overall service performance.
