The National Health Insurance Administration (NHIA) launched Reporting Platform for the Underprivileged Population in December, 2017. Services provided by this platform have always been a priority for the NHIA and the objective is to take initiatives in providing assistance for the underprivileged groups in collaboration with external resources. 

Currently, there are a total of 74 farmers’and fishermen's associations in Yunlin, Chiayi, and Tainan. Besides working on developing local high-quality farming and fishery industries, these associations provide services such as enrollment, premium payment, and other assistances to a total of 660,000 local farmers, fishers, and their families. The NHIA Southern Division office also provides crucial NHI information and consultations via Line APP chat groups and hosts regular video conference meetings to announce relevant news. 

To encourage further development of such localized services, the office has been organizing annual Best Service Evaluation Project for the farmers’ and fishermen’s associations within the jurisdiction since 2021; by employing the benchmarking method, the aim of this project is to ensure the services provided meet the needs of the public and to extend such services to remote areas.

With the help of healthy competitions between all the fishermen's and farmers' associations and the benchmarking method, the online operation rate for NHI enrollment status modification and NHI premium paying rate in these associations have both exceeded 98% in 2022. The extraordinary outcome has greatly improved the NHI service quality in these areas. The farmers and fishers in Yunlin, Chiayi, and Tainan are very pleased to receive quality NHI services within their vicinity. The NHIA Southern Division shall continue to work closely with these associations to provide full-range and convenient services for the people and achieve the goal of having "familiar employees with the sincerest service" for all NHI services in the area.
