To mark the 30th anniversary of the National Health Insurance (NHI) system, the NHIA joined hands with Hualien Tzu Chi Hospital to host the "NHI 30 Rural Digital Medical Imaging Exhibition Premiere and the 2025 International Conference on Holistic Integrated Care" on June 13. Renowned international scholars from institutions such as Duke University (USA), the Japan Research Institute, Ltd., and the University of Waterloo (Canada) were invited to Taiwan to explore global trends in holistic integrated care and discuss Taiwan's future policy directions.
In the first half of the event, a series of thematic presentations were delivered by distinguished speakers, including Director Pikuei Tu and Co-director Cheryl Lin of the Policy and Organizational Management Program of Duke University, Senior Manager and Senior Researcher Masaki Kawasaki of The Japan Research Institute, Dr. Tara Chen of the Department of Geography and Environmental Management of the University of Waterloo, and Professor Ying-Wei Wang of the Department of Medical Humanities of Tzuchi University. They shared domestic and international implementation experiences, covering topics such as the U.S. PACE model, strategies to bridge healthcare gaps in rural areas, Japan's approach to integrated care amid aging and declining birth rates, and the concept of social prescribing.In addition, NHIA Director General Dr. Shih Chung-Liang gave a keynote presentation on Taiwan's policy direction for holistic integrated care. He outlined a people-centered, life-course approach to care that extends forward into disease prevention and backward into long-term and end-of-life care. By leveraging digital technologies, Taiwan aims to build a comprehensive and integrated care system that embodies the vision of a Healthy Taiwan under its National Health Insurance blueprint.
The second half of the event began with the screening of the short film "Love Spreads Across Hualien and Taitung." Narrated by Golden Bell Award-winning supporting actor Soda Voyu, the film uses a storytelling approach to guide the audience through the stories and impact of the Integrated Delivery System (IDS) project, which aims to enhance healthcare services in remote and offshore areas of Hualien and Taitung. The film offers a heartfelt and authentic portrayal of medical care in rural and island regions, highlighting both the achievements and ongoing challenges of providing healthcare in underserved communities.
Director General Dr. Shih stated that, in celebration of the 30th anniversary of the NHI, the NHIA specially organized the "NHI 30 Rural Digital Medical Imaging Exhibition" series of events. In addition to inviting the public to participate in the "Guardians of Rural Healthcare" Photography Contest, six IDS-contracted hospitals in the Hualien-Taitung region also captured their own stories through the lens—documenting the hard work and meaningful moments of providing medical services in mountainous and offshore areas. Dr. Shih expressed gratitude to the contest winners and film crews for their authentic visual records, and especially to the devoted medical teams who selflessly serve in remote communities and along rugged coastlines and mountain ridges. He emphasized that their dedication stands as the warmest and most touching testimony to 30 years of NHI history. Over the past three decades, the NHI has been committed to safeguarding the health of all citizens. Looking ahead, it will continue progressing toward "holistic care" and "smart health." In the face of an aging population and unequal distribution of medical resources, Taiwan will deepen the quality of healthcare services by leveraging telemedicine in combination with virtual NHI cards, electronic prescriptions, and technological innovation—strengthening the national health network and ensuring the sustainability of the NHI system.
The NHIA reminds the public that the photo exhibition will be on tour at six IDS-contracted hospitals in Hualien and Taitung from the premiere until September 12, 2025. The public is invited to participate and join the conversation on the future of healthcare equity and digital transformation in Taiwan. The exhibition schedule is as follows:
