On July 4, the NHIA and the Rotary Club signed an MOU to launch a "3-2-1" telemedicine partnership. Over a three-year period, the NHIA will provide a list of around 200 rural locations in need of telemedicine equipment, which will be donated by the Rotary Club with an expected contribution of over NT$10 million. The collaboration aims to enhance digital healthcare capabilities, improve teleconsultation quality, and increase healthcare access in rural areas to promote equity.

The NHIA stated that to improve access to specialist care in mountainous and remote island areas, a telemedicine program has been in place since December 29, 2020. As of June 2025, 123 local clinics and 53 partner hospitals have provided teleconsultation services to 61 remote townships. Given the program's success and high patient satisfaction, the NHIA plans to lift specialty restrictions and expand eligible regions starting August 2025, benefiting an estimated 1.8 million people.

NHIA Director General Dr. Shih Chung-liang expressed sincere gratitude to the Rotary Club for its dedication to public service and social contribution in supporting the NHIA's rural telemedicine program. Since early this year, both sides have held in-depth discussions on telemedicine, digital transformation, early intervention, and maternal and child health, reaching a consensus to launch the "3-2-1" telemedicine partnership and formally signing the MOU.

The NHIA hopes this collaboration will unite social service efforts and integrate medical resources to continuously improve healthcare quality in rural areas. The signing marks just the beginning, with more public-private initiatives to follow. The NHIA thanks the Rotary Club for its long-standing contributions to society and strong support for the program, as both parties work together to set a new milestone in rural healthcare and advance the vision of a Healthy Taiwan.
