The National Health Insurance Administration (NHIA) continues to improve healthcare quality in offshore islands, expanding person-centered integrated care to promote health and well-being. On October 1, 2025, Minister of Health and Welfare, Shih Chung-Liang, chaired the first consensus meeting for the "Beigan Township Holistic Integrated Care Program." The medical team from Taipei City Hospital shared their experiences, including local health promotion, AI-driven risk identification, enhanced early screening and tracking for dementia, integrated health screenings, and better care for children’s health and diabetes. The results have been widely praised by the community.

Starting in 2025, the NHIA will invest over NT$50 million annually to improve healthcare quality in outlying islands. Taipei City Hospital has introduced the "Holistic Integrated Care Program" in Beigan Township, Lienchiang County, as the first pilot area. The program involves collaboration among Beigan Public Health Center, Lienchiang County Hospital, and a medical team from three major hospitals: Tri-Service General Hospital, Far Eastern Memorial Hospital, and Shuang Ho Hospital. In addition to the original IDS program, preventive and health services have been added, covering nearly 60% of the long-term residents (1,741 people). The program extends from disease treatment to personalized health promotion and integrates long-term care and palliative services, leveraging digital technologies to create a person-centered, life-course integrated care system, aiming to reduce unhealthy life expectancy and protect the health of rural residents..

Since 1999, the NHIA has implemented the "IDS Plan" to improve healthcare in mountain and offshore island areas, with Lienchiang County Hospital managing Matsu's program since 2000. In 2024, an additional NT$47.5 million was invested, providing 4,097 specialist outpatient visits across 7 departments, as well as 1,744 emergency, holiday, and night visits, totaling 38,056 visits. Furthermore, the NHIA increased reimbursement by 30% for inpatient cases in offshore islands in May 2024 and added a 10% surcharge for emergency services at Lienchiang Hospital. This significantly improved healthcare accessibility, with nearly 90% public satisfaction.

Minister Shih Chung-Liang expressed gratitude to the medical team of the "Matsu IDS Program" for their years of support and dedication in providing high-quality, accessible healthcare services to Matsu residents. He hopes that Taipei City Hospital will continue to lead the care team, safeguard residents' health, implement the 888 policy goals for chronic disease prevention, and achieve the vision of a healthy Taiwan through integrated care.
