For their outstanding achievement in integrity and transparency, the National Health Insurance Administration (NHIA) received the Executive Yuan’s Integrity Award. Representing the Ministry of Health and Welfare in the third Integrity Award evaluation, the NHIA was recognized as an Outstanding Agency in the Overall Integrity Performance category and was awarded in a public ceremony by Minister Ming-Chien Cheng of the Ministry of Justice on November 25. The award is the Executive Yuan’s highest recognition of the NHIA’s commitment to promoting ethical governance and administrative transparency.
Director General Lian-Yu Chen of NHIA stated that transparency enhances people’s trust, which in turn strengthens the drive behind health policy implementation. The purpose of participating in this evaluation is to demonstrate the results of the NHIA’s efforts in implementing ethical governance and information transparency in recent years, hoping to receive more approval from the society. The NHIA shall continue to implement more transparent and effective management model in collaboration with different sectors in the future.
Among the various transparency initiatives presented by the NHIA in the evaluation, one of the highlights was the NHI My Health Bank App, which has over 12.12 million downloads now. The App exemplifies the NHIA’s commitment to medical information transparency, as well as effectively encouraging the public to take an active role in managing their own health and monitoring healthcare services. With the App, the users can review their medical visit records, identify irregular medical records, and submit complaints to the NHIA to prevent fraudulent insurance claims by clinics or hospitals.
Director General Chen specified that the NHIA’s MediCloud System has reached a nationwide usage rate of 98.1%. The system facilitates information sharing across medical institutions, enhances medication safety, and provides alerts for potential drug interactions, effectively reducing duplicate prescriptions. It has saved approximately NT$4.87 billion in medication expenses between 2022 and 2024.
In terms of medical expense review, the NHIA has introduced big data analytics and intelligent monitoring systems to detect abnormal claims and improve review accuracy. All cases are reviewed by independent third-party medical experts, with clear conflict-of-interest regulations in place to prevent human interference. From 2022 to 2024, the NHIA reduced over NT$13.2 billion in excessive claims, effectively managing NHI resources and ensuring that every dollar is used wisely.
Director General Chen stressed that the NHI Program is of great concern for the public’s health and rights. Integrity and transparency are the basis of NHI sustainability. The NHIA hopes the people can understand their efforts in implementing ethical governance and protecting NHI sustainability. In the future, the NHIA shall continue to introduce innovative and transparent management mindset, promote fair and reasonable NHI resource allocation, and fulfill the vision of “ethical NHI and healthy Taiwan” with the help from the industry, government, academy, and the public.
