To enhance medical accessibility in remote areas and safeguard public health, the National Health Insurance Administration (NHIA) has implemented the Integrated Delivery Service (IDS) Program. Since MacKay Memorial Hospital undertook the IDS Program in Jianshih Township in 2001, the initiative has entered its 25th year.
To mark this milestone, the NHIA Northern Division organized the "Working Together for Jianshih Township" event on April 25, bringing together medical teams and local residents to celebrate 25 years of commitment to community healthcare. Director Wen-Wen Chang of the Northern Division expressed gratitude to MacKay Memorial Hospital's team. The team has been providing multiple specialized medical services, including internal medicine, rehabilitation (including physical therapy), gynecology, pediatrics, ophthalmology, dentistry, and traditional Chinese medicine, while also strengthening health promotion and preventive healthcare.
MacKay Memorial Hospital's medical team provides 24-hour medical services at the Xiuluan Public Health Center. In 2025, the team handled an average of 256 medical visits per month, with each outpatient clinic serving approximately 60 visits and the mobile healthcare unit providing around 134 visits. Local residents' satisfaction exceeds 98%.
Nurse Li, who serves at the Xiuluan Public Health Center, shared a story about Ms. A, a resident of the Smangus Tribe. In 2016, Ms. A experienced fatigue and loss of appetite. A trip to the city for medical care revealed abnormal liver function, but she discontinued follow-up care due to the travel distance. It was not until 2017, during a mobile healthcare outreach by MacKay Memorial Hospital, that Ms. A received specialist consultation and was diagnosed with primary biliary cholangitis (PBC), after which she began receiving treatment. Years later, her younger sister experienced similar symptoms and was also diagnosed with PBC and diabetes. With the medical team’s continuous intervention, both sisters now regularly attend follow-ups and receive chronic disease medications. Nurse Li remarked, "Although the mountains are far away, the IDS Program has shortened the distance between urban and rural areas, allowing residents in remote communities to access quality healthcare."
Director Chang presented a certificate of appreciation to MacKay Memorial Hospital for its decades of dedication to Jianshih Township. Over the past 25 years, the program has served approximately 140,000 patient visits. A total of 373 children received preliminary screening for early intervention, with 112 referred for treatment. The dental mobile unit has treated 5,500 patients and the annual first-aid instructor training has reached nearly 800 participants. Additionally, MacKay Memorial Hospital has provided healthcare services for 284 patients using the Virtual NHI Card and consulted 344 patients via telemedicine, ranking first among IDS hospitals in Taoyuan, Hsinchu, and Miaoli regions.
In the future, the NHIA will continue allocating resources and collaborating with MacKay Memorial Hospital to establish a more comprehensive healthcare service network, safeguarding the health of residents in Jianshih Township.
