To enhance healthcare accessibility in remote areas, the National Health Insurance Administration (NHIA) has partnered with Linkou Chang Gung Memorial Hospital to provide healthcare services in Taoyuan's Fuxing District through the Integrated Delivery System (IDS) Project since 2002. In 2025, the initiative transitioned into the Remote Area Holistic Integrated Care Program (Holistic Program), expanding beyond disease treatment to include health promotion, preventive care, and integrated health management in collaboration with local healthcare providers. In addition to its existing services, Linkou Chang Gung Memorial Hospital has introduced telemedicine-based cognitive impairment clinic, early childhood intervention, and mobile healthcare, bringing comprehensive care to remote areas.
On July 2, Linkou Chang Gung Memorial Hospital convened the "Fuxing District Holistic Care Consensus Meeting," bringing together representatives from the NHIA Northern Division, the Taoyuan City Department of Public Health, and local partner healthcare providers, including Saint Paul's Hospital, Taoyuan Armed Forces General Hospital, the Fuxing District Public Health Center, and local clinics. Participants shared program outcomes and explored strategies to strengthen healthcare resource integration and elevate care quality.
To address the challenges of an aging population in Fuxing District, Linkou Chang Gung Memorial Hospital launched a cognitive impairment clinic in 2025 to improve healthcare accessibility for senior citizens and promote dementia screening. Case managers refer high-risk seniors to the main hospital for further evaluation, ensuring timely treatment for those diagnosed. To date, 14 seniors have undergone initial assessments, with 12 identified as being at risk for dementia, and 8 subsequently diagnosed. To ensure continuity of treatment while minimizing travel burdens, diagnosed patients receive follow-up treatment at the Fuxing District Public Health Center via telemedicine. The medical team also delivers ongoing medical care and health education to build a comprehensive care network.
Director Wen-Wen Chang of the Northern Division expressed her sincere gratitude to Linkou Chang Gung Memorial Hospital's medical team for their long-standing dedication to safeguarding public health in Fuxing District. Over the past 24 years, the team has provided nearly 240,000 medical services and achieved a 96% patient satisfaction rate. Furthermore, Fuxing District is the first district in Taoyuan-Hsinchu-Miaoli region to transition to the Holistic Program. At the meeting, the NHIA, Linkou Chang Gung Memorial Hospital, and all partner facilities reaffirmed their commitment to safeguarding public health in Fuxing District. The NHIA will continue to allocate resources and strengthen healthcare networks to realize the vision of a Healthy Taiwan.
