The rapid advancement of cloud computing and artificial intelligence (AI) is reshaping the way healthcare services are delivered. For primary healthcare facilities, information systems not only support registration, medical care, medical record management, and prescription services, but are also essential to stable daily operations. In response to growing demands for system maintenance and information security, the National Health Insurance Administration (NHIA) expanded the Cloud Transformation Subsidy Program for Information Service Systems at Primary Healthcare Facilities in 2026 and organized three demonstration events in northern, central, and southern Taiwan. Through policy support, the NHIA aims to help primary healthcare facilities move their information services to the cloud and lay a solid foundation for healthcare transformation in the AI era.

From Policy to Practice: Making Digital Transformation a Reality
Director General Lian-Yu Chen of the NHIA stated that the government has been working with the IT industry to advance digital transformation. In 2025, the NHIA allocated NT$0.3 billion and launched the three-year Cloud Transformation Subsidy Program for Information Service Systems at Primary Healthcare Facilities. A key focus of the program is the close collaboration among the NHIA, information service providers, and primary healthcare facilities to migrate existing HIS systems to the cloud and introduce new functions such as e-prescriptions, electronic medical records, telemedicine, and online appointment and registration services. In 2025, a total of 771 primary healthcare facilities, including western medicine clinics, traditional Chinese medicine clinics, dental clinics, and pharmacies, completed the transformation. The NHIA hopes these demonstration events will help build consensus and expand cloud adoption across primary healthcare facilities, making healthcare services in Taiwan more convenient and transparent.

Starting with Digital Empowerment: Building a Smarter Future for Healthcare
Cloud transformation is more than simply replacing one information system with another. It also changes how information services are provided, allowing healthcare facilities to utilize information resources more efficiently. Through cloud-based information services, healthcare facilities can reduce the burden of hardware deployment and routine system maintenance. Regular updates, data backups, and information security management can also improve the stability and security of information services and administrative efficiency, allowing healthcare professionals to devote more time and attention to professional services and patient care. More importantly, cloud transformation lays the foundation for future digital applications, helping primary healthcare facilities better respond to diverse healthcare needs and continuously improve healthcare service efficiency, resilience, and quality.

The NHIA extends its sincere thanks to the Taiwan Innovative Software and Services Association, Taiwan Medical Association, Taiwan Medical Clinics Association, National Union of Chinese Medical Doctors' Association, Taiwan Dental Association, Federation of Taiwan Pharmacists Association, and Pharmacists Association of ROC for co-organizing the events. More than 300 participants gathered at the event, making it a valuable opportunity for learning and exchange.
