Public satisfaction with the National Health Insurance (NHI) has remained at around 80% for the past few years, making it one of the current government policies with the highest satisfaction level.
Results of the latest survey conducted by the National Health Insurance Administration (NHIA) in 2015 showed that 81% of respondents were satisfied with the program, an increase of 1.3% from 2014. Members of the public were particularly satisfied with the reduced cost of medical care and the convenient access to medical services. On the other hand, 14.1% of respondents indicated dissatisfaction, citing reasons such as the high premium and the wasteful use of medical resources and medication. Nevertheless, dissatisfaction with how supplementary premium is calculated and people's attitude toward medical services both dropped by 2% to 3% from last year. Up to 85.1% of respondents were satisfied with the medical services provided at NHI-contracted healthcare facilities. The good service and attitude of healthcare professionals, in particular, secured the highest degree of satisfaction.
The survey also compared the international health inequality indicator (unmet care needs for medical examination). Comparison was done with individual member states of the Organization for Economic Co-operation and Development (OECD). Among the OECD states, 7.4% of the financially disadvantaged population has no access to appropriate medical services due to their financial situation, the long distance to medical care, or lengthy waiting time. These people only account for 3% of Taiwan's population. This shows that compared to international counterparts, the existence of NHI reduces the barrier for financially disadvantaged Taiwanese to access medical services. Nevertheless, continuous efforts are necessary to make it easier for the 3% of people that still have difficulty accessing medical care.
This survey shows that NHI is affirmed by most Taiwanese, and that the right to medical care of financially disadvantaged people is prioritized and protected as well. The NHIA will continue to carry out related surveys to understand people's opinions, to care for the disadvantaged groups, and to ensure people's right to medical care, by referring to feedback on the quality of medical care and services while planning and enforcing the NHI program in the future.
