A ceremony was held on May 20 to mark the change of leadership between the present and former Director General of the National Health Insurance Administration (NHIA), Ministry of Health and Welfare. The ceremony was overseen by Vice Minister Hsu Ming-Neng, Ministry of Health and Welfare.

Former Director General Huang took the post in September 2012. His term has been under Ministers Chiu Wen-Ta and Chiang Been-Huang, and experienced the 2013 organizational reform of the BNHI into the NHIA, through which he became the first Director General of the NHIA. During his term, Huang promoted the Tw-DRGs payment system, helped financially disadvantaged groups lessen their medical care burdens, and pushed forward medical projects such as the Family Physician Integrated Care Project, My Health Bank, and the PharmaCloud System. Throughout, Huang has upheld his mission to enhance medical quality and ensure NHI sustainability, contributing immensely to NHI program.

Newly appointed Director General Li Po-Chang has served as both Professor and Director of the College of Medicine of National Cheng Kung University, is a prestigious kidney surgeon, and prior to assuming his post at NHIA was Superintendent of the Ministry of Health and Welfare's Tainan Hospital. Moreover, Director General Li has served as Chairman of the Taiwan Organ Registry and Sharing Center, exerting his utmost effort in the promotion of organ donation in Taiwan. Director General Li will continue to implement second-generation NHI and major NHI services in order to provide considerate service to the public. Tapping his expert background in medicine, Director General Li expects to balance all aspects of NHI medical services to improve the quality of medical care, making Taiwan's NHI program an international benchmark.
