The National Health Insurance Administration (NHIA) of the Ministry of Health and Welfare has been studying the possibilities of releasing National Health Insurance claims data of 3.5 million dead beneficiaries for research. An expert seminar on "Reuse of National Health Insurance Data and Personal Data Protection" was held on January 5. Experts and scholars in the fields of law, ICT and public health were invited to discuss the feasibility of releasing National Health Insurance claims data and relative supporting measures to protect personal data.
This expert seminar was hosted by Director-General Po-Chang Lee, and the invited speakers included Chung-His Lee, Director of Graduate Institute of Health and Biotechnology Law, Taipei Medical University; Dr. Chih-hsing Ho, Institute of European and American Studies, Academia Sinica; Professor Chien-Te Fan, Institute of law for Science and Technology, National Tsing Hua University (NTHU); Professor Huang-Yu Wang, Director of Graduate Institute of Interdisciplinary Legal Studies, College of Law, NTU; Chuan-Xian Luo, member of Legal Affairs Committee of the Ministry of Health and Welfare; Professor Feipei Lai, Department of Computer Science & Information Engineering, NTU; Dr. Jen Hsiao Po, Executive Vice President of Institute for Information Industry, Dr. Yu-tai Wang, section head of the National Center for High-performance Computing, and Dr. Chunhuei Chi ,Director of the Center for Global Health, Oregon State University. The purpose of the seminar is to identify issues and make improvement of the project to reuse the National Health Insurance claims data through the professional discussions, while taking into account of the privacy issues of personal information.
