In 1999, the NHIA introduced the Integrated Delivery System (IDS) for mountainous areas and offshore islands. Accordingly, The Camillians St. Mary's Hospital at Luodong has been commissioned to carry out the IDS program for mountainous townships of Yilan County since 2000. Thus far, three medical stations and four rehabilitation stations have been established there. 

On February 16, 2022, the IDS Aohua Medical and Rehabilitation Center located at Nanao Township Aohua Village of Yilan County officially began. The Center provides the following services: 

1. Evening outpatient services and nighttime on-call services from Friday to Sunday. 
2. Weekly onsite services provided by physical therapists. 
3. Mobile medical services provided by physiatrists once a week.

The Aohua Medical Rehabilitation Center will provide rehabilitation treatments to approximately 250 people each month, sparing residents around Nanao from long travel time.

By the IDS, as well as the support from various entities and local residents, NHI medical resources are directed to the most needed. The IDS program increases access to health care services for residents in mountainous areas and offshore islands, helping them receive medical care regardless of distance.
